Government snooping plans unveiled

The Queen’s Speech has revealed that the government still plans to make it easier for security and police services to spy on e-mails, phone calls and internet activity.

But after civil liberties groups raised concerns that the proposed changes could lead to blanket surveillance of the entire UK population, the government has promised “strict safeguards”.

The Draft Communications Bill is designed to update existing procedures for allowing access to “vital” information such as phone numbers and e-mail addresses, but will not allow access to the content of conversations without a warrant, according to the BBC.

The aim of the proposed legislation is to update the rules on how information can be collected and retained by mobile and internet firms to ensure such data “remains available” to the authorities.

The draft legislation would enable police to see which websites someone visits, but would still limit access to details of when conversations took place, for how long and where someone was when they made a call.

Home secretary Theresa May has insisted all along that the changes are needed to protect citizens from terrorists and paedophiles, but deputy prime minister Nick Clegg promised the “highest possible safeguards” on security service powers to quell opposition to the plans within his party.

THE SAFEGUARDS OUTLINED BY THE DRAFT BILL INCLUDE:

  • A 12-month limit on retaining data
  • Measures to prevent unauthorised access
  • Independent supervision

Despite the safeguards, campaign group Liberty said the proposals threatened individual privacy. The group also accused the coalition of reneging on its pledge to protect citizens’ rights and freedoms.

Lib Dem president Tim Farron said his party would not back any “authoritarian” proposals, while senior Conservative backbencher David Davis said the move was an “unjustified extension of surveillance”.

Keeping privacy rights intact

The draft legislation demonstrates the gulf between the pro-privacy camp in Europe and the increasingly “Big Brother” UK government, said Sarah Needham, data protection specialist at law firm Taylor Wessing.

“It is ironic that while Europe is currently discussing the expansion of individuals’ rights to protect their data, the UK government seems set on removing protections for our private lives,” she said.

According to Needham, the proposals make it easier for the government to access the ISPs’ logs of websites and apps visited, and when and where and for how long phone calls were made, including those made over the internet, without the need for cumbersome authorisations.

“Whether or not the new proposals will infringe our protective EU data protection laws depends on these restrictions, and the devil will be in the detail,” she said.

To avoid infringing EU laws, the monitoring must be fair, justified and proportionate to the objective, said Needham, and ideally, privacy impact assessments would be undertaken before such data sharing takes place.

“The government has promised it will strengthen independent oversight and allow a complaints tribunal. However, the burning question is in what circumstances the right itself can be exercised,” she said.

The proposed legislation is expected to face fierce opposition during its discussions by Parliament.

Virgin Media slammed for ‘UK’s fastest broadband’ claim

Virgin Media has been hit by another ruling from the Advertising Standards Authority (ASA), ordering the internet service provider (ISP) to withdraw its claim as the ‘UK’s fastest broadband’ provider.

An advert making this proclamation was circulated in a yet-to-be-named technology magazine and was reported to the ASA by rival ISP BT, which claimed the statement could be “misleading” and questioned whether it could be backed up.

Virgin Media told the ASA the declaration was “adequately qualified” and believed it was obvious the statistics were taken from the Ofcom and SamKnows joint report on average download speeds, as pointed to in the small print.

However, the ASA claimed the study only took into account 90% of the UK and ignored niche providers which could deliver faster download speeds than Virgin Media’s advertised 50Mbps.

“We understood that those [niche providers] equated to a small percentage of homes in the UK, but nonetheless considered that, because some UK consumers could achieve faster download speeds than those delivered by Virgin, the claim was misleading,” read the ASA ruling.

The regulator told Virgin Media the advert could not be shown again and the ISP was not allow to claim its broadband was the fastest in the UK unless it held “adequate comparative evidence to substantiate that was the case”.

A spokesman from Virgin Media played down the ruling to Computer Weekly, saying the company now had to use “fastest widely available” as its tagline, so it was not a massive change.

“Virgin Media is the fastest ISP by any realistic measure and independent results have proven time and again that we deliver the speeds we advertise,” he added.

This is the latest spat in a line of battles the ASA has become the middleman for between Virgin Media and BT.

Last month, Virgin Media had four complaints upheld by ASA regarding BT’s advert for its Infinity Broadband, all saying the ISP’s claims that the service was “unbeatable” were misleading and unsubstantiated.

Google ramps up speed of search

Instant Pages being demoed Google has made changes to its search engine as it strives to get consumers the information they want faster.

Its new Instant Pages system will shave between two to five seconds off the time it takes for a web page to load, the company said.

It is also planning to offer voice-activated and enhanced image searching.

Google, which processes one billion requests every day, said search remained its core focus.

The firm still dominates the market although Microsoft’s Bing is slowly eating into its share.

Bing’s US searches rose to 14 percent in May from 12 percent at the end of 2010. It also powers searching on Yahoo, which has 15.9 percent of the market while Google’s share slipped to 66 percent from 67 percent, according to measurement firm comScore

Instant Pages works by pre-loading the page associated with the top search result in the background as a user decides what to click on.

Google relies on its relevance technology to confidently predict the number one result a user will pick.

That means when the top pre-rendered link is chosen, the web page opens instantaneously.

The search giant said it typically takes around five seconds for a web page to launch once someone clicks on it.

“We at Google will not be happy until we make the Web as easy to flip through as a magazine,” Google fellow Amit Singhal said at the Inside Search event in San Francisco.

“We are obsessed with speed. We often say speed is still the killer app,” he added.

During a demo at the event the Washington Post home page loaded immediately with Instant Pages, compared to 3.2 seconds without it.

Last year the Silicon Valley firm introduced Google Instant which gives users results to queries while queries are being typed into the search box.

Positive impact

“What we have observed is that every time we shave 15 milliseconds from the speed, users search more and more, said Mr Singhal.

Over the next couple of weeks Instant Pages will be made available to users of Google’s Chrome web browser.

The company said it would open access to the software code so other browsers such as Firefox and Internet Explorer could also incorporate the feature.

“Making it ubiquitous will make people go wow, Google just made the web faster,” said Matt Rosoff, west coast editor of Business Insider.

“As far as Google is concerned it is another thing that will continue to draw people to Google and make sure they don’t leave for another competitor like Microsoft.”

On mobile, Google is offering an alternative to the traditional keyword search with icons linked to common searches such as restaurants, coffee shops and bars.

It said that the move was prompted by a rise in searches involving nearby places.

The company is also preparing to introduce voice-activated search for personal computers. The feature already exists on mobile devices.

The tool, represented by a small microphone icon in the far right of the Google search box, will appear over the coming days.

In a demonstration, reporters were shown that the search engine understands the difference between Worcester, Massachusetts, and Wooster College – words that sound the same but are spelt differently.

“Arguably speaking is the most natural way we learn to express our needs. It remains to be seen what kinds of usage scenarios may be important when it comes to the desktop. As the data comes in we will learn (that) over time,” said Mike Cohen, manager of speech technology at Google.

According to Google, voice search traffic has grown six-fold over the past year, and every day users speak about two years’ worth of speech into the system.

The company also revealed during its presentation that as many as 230 billion words a day are entered into the language bank system, helping to improve the way it deals with accents, pronunciations and colloquialisms.

The speech recognition tool will only be available on Google’s Chrome web browser for now but executives said they hope other software makers would eventually implement the technology.

Scannable Bar Codes for Your Android Phone

Ever wonder what those maze-like black and white squares are on websites? They are called QR (quick response) codes and can be scanned from your phone using the Barcode Scanner application found in the Android Market. A QR code can contain: contact information, calendar event,  email address,  geo location, phone number, SMS, text, or URL.

How do you use the Android Barcode Scanner?

You open the app and you will see a box with a line through it. You need to center the QR code in the box, using the line as a way to center it. Once you hold it steady the phone should beep and process the information.

Creating a QR code is as simple and entering information at a code generator website and clicking “Generate”. Visit QR code generator and look at the different options available. Once you generate your code you can either download the image of the code (right click – save image as..) or embed it via the link provided to you.

QR Codes are becoming popular and are being pushed by Google. Google has started using the codes on local listings for businesses and they even sent out stickers to more than 100,000 local businesses with these QR codes.
